Actually, anything an American wins in Canada does not have to be reported to the IRS.
This especially holds true for casinos. With the power of the dollar going down up North, and with more casinos being built stateside where people (especially in Detroit and Niagara Falls) don't have to mess with the border crossings, the lure of tax-free winnings will always be one of the main reasons why Americans cross the border just to gamble.
Now if only we can get the Canadians to start cranking out game shows on a regular basis again with decent payouts...
