Nutshell, if it's gonna air in Canada, a percentage of the on-air content must be of Canadian origin. Has nothing to do with whether it airs in the US or not.

(It seems to me that for the first few tapings in Montreal, they brought other models with them until it was pointed out that they needed Canadian talent on camera.)
