Can you identify this music?

A friend sent me this animated greeting.  The instrumental music is 'way familiar.  I thought it was part of "Stop Gap" by Robert Sharples, which was used as the "Truth or Consequences" theme when I was a kid in the early-60s.  Well, upon listening to "Stop Gap", I can say it does bear some resemblance in style, but it's not that tune.

Anyone want to take a stab at identifying this piece of production music?

I do remember it being used as a theme song for "The Death of Mary, Queen of Scots" in a Monty Python bit.
