And here is a video of it in action.  That actually looks pretty good.

I would be surprised if this wasn't at the arcade house near my school, especially since it's partly owned by the local NBC affil's chief meteorologist.

I would LOVE to know if it plays an honest game. (As in, are the values truly randomly assigned at the start and does the game stick to that throughout.)

My guess is no.

Is the cost to play adjustable (i.e., tokens vs. coins)?  Assuming all ticket redemption currencies are not created equal (i.e., 1 Chuck E Cheese = 3 Putt Putts) I can see the businesses wanting to have some control over this.

Do ticket-bearing games fall under any regulations, a la games of chance at a carnival?

I'm sure at the minimum the operator can control the cost of the game, very likely in increments of a quarter.

What I am suspecting is that there is another setting that allows the operator to control the average payout, which would mean that the game ISN'T being played straight.

(Unless, that setting dosn't jury-rig the game, it jury-rigs the money tree. That would be damned slick, since the player knows the score from the outset. But I really suspect that's not the case.)

Not to my knowledge.
