Is it possible that Cincinnati has determined that blocking out their show in that way generates the best revenue from sold ads? Sounds like they're stacking their ads to get as much time as possible in that five-minute window between 11:30 and the start of Leno. Makes perfect sense if they know that they inherit Leno viewers from other channels whose shows end at 11:30.

I will absolutely confirm that with no qualifications -- based on my closed-captioning experience, involving seeing tapes of "Dick Clark's Rockin' Eve" in mid-December.  New Year's had already happened in Hollywood, but there were long stretches of blackness where the New York segments were going to be inserted live.
