Well, OK then.

It was leaked last year that Howie was given information regarding the cases from the company responsible for arranging the dollar amounts (only the top three amounts and bottom three amounts were divulged).  Howie would then prompt a contestant he liked with a series of tugs on his lapel (the entire system is documented at TMZ.com).  Mind you, there was never any proof that this was occurring, so S&P was powerless.  It's basically an open secret at NBC.  Watch for the lapel shuffles next time; they're there.  Formerly, it was a series of flashes from a hidden light in the rafters which bounced off the host's high-gloss head directly into the contestant's eyes that gave him or her the advantage.  An identical method is used on QuizBusters.

Really? I was under the impression that, because of the OCD, he simply memorized the 403,291,461,126,606,000,000,000,000 possible combinations for case layouts and producers supplied him with an undecodable string of letters and numbers (such as "n00bfanb01") that signifies which layout is being used for each game.

It's not new technology.  Joe Garagiola was using it on Memory Game as far back as the early seventies.  It's one of the great cover-ups in game show history.  Somebody caught them, which is why the show was quickly yanked from the air, and to keep Joe quiet, they gave him Sale of the Century.

Yes.  Howie is always briefed that the 26 cases contain
$0.01, $1, $5, $10, $25, $50, $75, $100, $200, $300, $400, $500, $750. $1,000*, $5,000*, $10,000*, $25,000*, $50,000*, $75,000*, $100,000*, $200,000*, $300,000*, $400,000*, $500,000*, $750,000*, and $1,000,000.

The positions of those amounts, on the other hand...

*Unless they decide to replace this value with a million or an ice cream pony or the Numberwang home game or some such in a ratings stunt
