Wheel of Valpak Contest

I found myself reading the Wheel of Valpak sweepstakes promotion "official rules", and item #8 discusses a Canadian winner - who has to answer a math question correctly in order to claim the prize.

Is this an April Fools joke?  Is this typical for Canadian sweepstakes?

Item #8 in this link, http://www.wheelofvalpak.com/rules.php, has me a baffled!
