Well, no, he's pledged to produce something with the money. He is under no obligation to deliver. Whether anything actually comes out of it is completely up in the air.

Honestly, considering his pitch, I think a) the guy's so flaky that it's very possible nothing will happen, and b) anyone who actually gave him money as a result of said pitch absolutely deserves to get fleeced if that's how it turns out.

Has Ray Jr. ever done any kind of audio/video production in his life? Does he have clue one about making a film/video that isn't just home movies? There's more to making a documentary than simply getting out the camcorder/cell phone.

He can't make this documentary on the budget he's talking about. Travel alone to interview the people he wants to will put a sizeable dent in his funds. What's "that guy from Seinfeld" going to say? He's probably never been in the same room with Ray Sr. Mark Goodson is dead and Howard Felsher isn't available, two of the key people who worked with Ray Sr.

Whether they deserve it or not, that's probably what's going to happen unless he gets REALLY lucky and gets that emcee gig on GSN and can pay back his backers.
