When did the 5 and 15¢ spaces on the wheel become green?

It is presumed to have been December 1978.
It was a golden age of daytime network television... Game Shows... Hosted by people who actually knew that the game was the star... And I wish it was still that way - both that game shows were on all morning and that they were hosted by actual game show hosts. - Bob Purse, Inches Per Second

Per Steve Gavazzi's Price timeline on Golden-Road, it was definitely sometime between November 29, 1978 and February 20, 1979. Unfortunately, almost nothing of Season 7 is around, and from what I can tell GSN only ever aired one episode from said season (the 2/20/79 show), hence the uncertainty.

Please quote your source and/or clarify what you mean by 'nothing' and/or 'around'

Fair enough:

Very few episodes of Season 7 are known to be among collectors, at least from what I've been able to find. Aside from the episodes represented by clips on Winc.'s YouTube channel, Golden-Road's Golden Gallery has screenshots of the Telephone Game debut, two playings of the original Penny Ante format, and a later playing of Shower Game (after they added doors/larger price displays to the front of the shower stalls). Aside from those and the 2/20/79 episode aired by GSN, that's all I know about.

The December 1978 date comes from Dave Zinkin, who told me once that he remembered having the show on for some reason at Jewish day school and the teacher making them change the channel when the Showcase Showdown came on because she thought they'd painted the Big Wheel red and green for Christmas.  I trust his word enough to use it as the best possible guess until somebody actually finds an episode from that period.

What else would he be qualified to do, exactly?

When did I ever imply that he's qualified for anything? :)
