 They would rather have a showcase winner, then $1M loser, rather than a $1M winner, then a showcase winner.

It's as simple as that.

And as for the other point, remember that the post-Showcase spin only occurs if there was no such bonus spin in the two Showdowns -- so you could well have the million-winner losing the Showcase.  Heck, I'd wonder if the person would even bother playing the Showcase...
