"Pariamentary Procedures for the GSB," Section II, page 48, paragraph 8:

...In the event of a filibuster, the IQ of the person on the floor is taken into consideration.  If the IQ of the person in question is twenty (20) points or more below the mean IQ of the entire forum, then a simple voice-vote majority will be sufficient to overrule the aforementioned filibuster.

Also worth mentioning is that for IQs that are 20 points above the mean, there's actually a provision for a tie-breaking game of a revised-rules version "It's Anybody's Guess," unless a moderator locks the thread before the tiebreaker is called for.
