Here's the text of a speech by Jim's daughter Nancy, who says in the first paragraph that her father is retired:

Seems unlikely that it's still active, but if you're interested, there's a phone number.

A search for "Victory Television" turns up some religious programming that's probably unrelated.

That gy.com listing also lists Goodson, Mark Productions at 375 Park Avenue and Keeshan, Robert Assocs. Inc., both of which (as well as Jim Victory) Yahoo! Yellow Pages is unable to locate.
