Title: Tom Kenny doing GSN voice-overs?

Right when GSN started their "network for games" era in March 2004, their V.O. artist sounded a lot like Tom Kenny (Spongebob). Does anyone know if it was actually him? Here's a promo from that time as an example.

Good ear. I don't think I would've ever made that connection, and I remember the promos very well.
